The Medical Response and Surge Exercise (MRSE) is a functional exercise designed to examine and evaluate the ability of a healthcare coalition to support a medical surge equal to at least 10% of the coalition’s licensed med/surge bed capacity. The MRSE is an operations-based exercise designed to test and evaluate capabilities and functions while in a realistic, real-time environment. There will be NO ACTUAL MOVEMENT of patients or resources.

Participation: All healthcare coalition members are encouraged to participate. Registration is required.

**Please note: Each facility must indicate a Point of Contact person, Facilitator and Evaluator and commit to attending the Facilitator and/or Evaluator trainings, respectively.

Facilitators: Must be listed as a Primary or Secondary person on your coalition membership agreement because you will receive WebEOC notifications during the exercise that you will verbally deliver to your command staff. In addition, you must attend Facilitator Training Feb. 24, 2026 @1pm – HCC North or March 17, 2026 @ 1pm for HCC South.

Evaluators: Are responsible for completing all online evaluation forms by Friday after the exercise. (3 days).
For this reason, this position must clear time in their schedule to submit all online forms. Do not take this role on if you will be on vacation immediately after exercise day.

You must attend Evaluator Training Feb. 26, 2026 – HCC North or March 19, 2026 for HCC South.

Planning Team: The planning team has been assembled since October 2025 and consists of 19 members.  Representatives include members from EMS, Health Departments, Emergency Management and Hospitals. In Addition, a separate planning workgroup will be assembled in January 2026 to plan objectives for Hospice, Dialysis and Long-Term Care agencies.
